Inclement Weather Policy

With the threat of lightning throughout the summer, please be aware of our policy:

  • If lightning is detected, than all players, referees and spectators are to leave the fields and sit in their cars or a building.
  • Notice will be issued either by one long horn blast or referee or HRSC staff announcements.
  • There will be a minimum of a 20 minute delay from the last detected lightning occurrence before players will be allowed to take the field again.
  • The “all clear” will be announced by two short blasts.
  • Three long fog horn blasts – then the Complex is closed due to continual threatening weather conditions or unplayable fields.

Driving Directions

From I-64 - Indian River Road
Exit 286B

Proceed east on Indian River Road bearing left onto Ferrell Pkwy. After road merges with Princess Anne Road, turn right at 4th light onto Concert Drive, then right again onto Recreation Drive.

From I-264 Expressway
Take Exit 17A (S. Independence) and continue on South Independence as it bears right. Follow for 3 miles and turn left on Princess Anne Rd., right at Concert Dr. and right again on Recreation Dr.

From the Virginia Beach
Resort area

Take Pacific Ave. South - it turns into General Booth Blvd. Turn right onto Dam Neck Rd., follow for 5 miles. At Princess Anne Rd. light, turn right. At next light, turn left onto Concert Dr., then right on Recreation Dr.

& Additional Parking

From Princess Anne Rd., turn west onto Dam Neck Rd. (toward
Amphitheater), and follow around curve to New Castle Elementary, and park in school lot. Back entrance is behind the school.

Rules & Regulations

  • NO LITTERING  - each team is responsible for policing their sidelines for trash and depositing in receptacles.
  • Goals are to be anchored at all times – no moving or climbing on goals.
  • NO SMOKING, ALCOHOLIC BEVERAGES or DRUGS.
  • No unauthorized field usage – all field use must be approved in advance.
  • No DOGS or other pets are allowed.
  • No solicitations, flyers or selling is permitted on the Complex grounds or parking lots without written approval of HRSC regardless of club affiliation.
  • All visitors must park in designated parking lots only.
  • No motorized vehicles allowed on Complex pathways or fields except for emergency, maintenance or event operations. This includes scooters, motor bikes or unauthorized golf carts.
  • No unauthorized banners, dasher boards or promotional materials may be displayed on the grounds except for team banners during their matches.
  • No open fires, grilling or other cooking allowed on Complex grounds except by authorized concessionaires.
  • HRSC staff and officials have the right to require the removal of any individual (player, coach or spectator) from the Complex grounds that violates any of the posted regulations or who poses a threat to others due to violent or unruly behavior.
  • HRSC Operations Committee or authorized designate has the right to cancel any event or match, in whole or part, if in their opinion field or weather conditions exist that are dangerous to the players or are detrimental to the viability and maintenance of the turf.

Organization & Governance

The Hampton Roads Soccer Council is a 501(c)3 non-profit corporation, created in 1991, by a coalition effort of Beach FC, Virginia Rush, and  Southeastern VA Women’s Soccer Association, to create a first class soccer facility for the benefit of soccer in Hampton Roads area.  The Council is governed by a 24 member Board of Directors, with 12 representatives from the 3 affiliate organizations and 12 At-Large members from the community.

Site Description

The Hampton Roads Soccer Complex is located in Virginia Beach on 75 acres of property owned by the City of Virginia Beach and leased to the Hampton Roads Soccer Council for $1.00 per year. The land has been privately developed into 21 quality soccer fields, consisting of 7 small-sided fields and 12 full size Tifway Bermuda grass fields, plus 2 full size (75x115 yds) synthetic turf fields. All grass fields are fully irrigated with a Toro irrigation system.

Building and Amenities

The 2500 sq ft brick Headquarters Building provides restrooms, concessions, meeting room and first aid trainer’s room, along with staff office. The building is flanked by two 30x44 ft picnic pavilions which serve as tournament and event activity centers. Winding paved pathways lead to each fields as well as two other picnic shelters, the Fidler-Smith Memorial Garden, and a 2nd restroom & concession building for the convenience of the back fields.

Facility Cost

Development to date of $5 million has been funded by soccer community assessments, corporate donations, foundation grants and fund raising events such as the North American Sand Soccer Championships.

Operations

Over 7,500 soccer matches are played each year at the Complex including 12 regional tournaments, youth travel and recreation “advanced” matches, men’s, women’s and adult coed league matches, Special Olympics, State Cup and ODP events.  Over the years, HRSC has been honored to be the site of the USYS Region 1 Championships, the US Club Soccer Regional Championships, the USASA Adult Coed National Championships and the US Club Soccer National Finals.

Maintenance

The Soccer Complex is operated and maintained exclusively by the Hampton Roads Soccer Council staff, with all expenses funded by field rentals, concession sales and affiliate club assessments. No public monies are used to provide this recreational support facility for the City of Virginia Beach.

Economic Impact

Activities at the Soccer Complex generate an annual economic impact of over $8 million from the 60,000 out of town visitors attending soccer tournaments. In addition, the Complex provides recreational opportunities to 15,000 residents of Virginia Beach.

Fund Raising

The Hampton Roads Soccer Council began fund raising in 1991 with per player assessments, received two grants from the U.S. Soccer Foundation totally $135,000, Combined Federal Campaign and United Way of S. Hampton Roads donations, and has received numerous grants from private charity and soccer foundations. Total in-kind contributions from the community have totaled over $1 million. The North American Sand Soccer Championships is the primary fund raising event sponsored by the Hampton Roads Soccer Council. All proceeds are specifically directed to capital development at the Complex.
